US – NCLGS supports legislative discussions at Sports Betting USA

The National Council of Legislators from Gaming States will be represented by Officer William Coley, a Senator from Ohio, and Executive Director Michael Pollock, Managing Director of Spectrum Gaming Group.

As the Supreme Court is scheduled to hear the oral arguments in the ground-breaking New Jersey sports betting case, with a ruling expected in the first half of 2018, various states across the nation are investigating legislative action to authorize the activity that is currently widely performed illegally, without tax benefits to state budgets.

Regulation of sports betting, considered as a potential new stream of tax revenue, needs further investigation in regards to possible licensing schemes, scope of regulation, taxation levels, sports integrity frameworks, enforcement methods and consumer protections, areas that will be discussed during the NCLGS panel discussion during the Sports Betting USA conference, taking place on November 14-15 in New York, NY.

The discussion scheduled for November 15 will examine both congressional and state approaches to regulating sports betting, consider political appetite in various states, review the current legislative efforts already in play, look at the possible scope of federal framework of minimum standards and look at revenue potential of various models. Alongside Pollock and Coley, the panel will also feature other legislators including Sean Fluharty, State Delegate from West Virginia and Jason C. Buckel, State Delegate from Maryland.

“SCOTUS taking up the New Jersey case puts some pressure on states to prepare for possible overruling of PASPA. Some states have already passed legislation while others have bills in the works,” Senator Coley said. “This inaugural conference will be the first time that the topic of sports betting will be given an in-depth consideration and I am looking forward to hearing the views of my fellow legislators from others states.”

The NCLGS panel at Sports Betting USA will also provide the foundation for continuing discussions on legislating this emerging vertical during the NCLGS Winter Meeting.
