Andorra – Genting and Partouche file criminal complaint in Andorra

Two companies which took part in the tender for the casino in Andorra have put forward a criminal complaint against an adviser to the Andorran Gaming Control Board (CRAJ).

Genting and Partouche both applied for the casino licence but lost out during the tender and have now filed the complaint against Víctor Tàpies an adviser hired by the CRAJ. The complaint revolves around alleged influence peddling in favour of the Andorran company Jocs SA which won the initial tender.

According to Europa Press sources close to the two complainants argue that Tàpies worked for the CRAJ on drafting legislation related to the casino and helped in the elaboration of the bases of the international bidding contest. Afterwards they say – the advisor participated in the evaluation of the bids submitted to the board and had ties to the CRAJ until the final announcement of the winner.

Genting and Partouche allege that Tàpies maintained, a “professional relationship” shortly before with partners of Jocs meaning that the objectivity and transparency of the contest could have been contaminated. They have taken the complaint to the authorities alleging that these facts could be “criminal” in nature meaning that the tender should be annulled.
This latest accusations comes after it was revealed earlier this week that Barrière together with its partner the Andorran company Lleure 3D had filed a lawsuit against the CRAJ after it decided to cancel the award to Jocs SA. The partnership between Lleure 3D and Barrière came in second in the tender and according to a statement has “everything that is legally requested” ready to begin construction and begin management of the country’s first casino.
