Brazil – List of first online licences to be published in July says Ministry of Finance

Speaking during last week’s special panel on Brazil during the ICE VOX conference in London, Special Advisor to the Ministry of Finance José Francisco Manssur said that The Treasury intends to open a registration window in March for sports betting and online gaming licenses in Brazil and in July would publish the first official list of companies authorized to operate in Brazil. A second window to add more companies would be opened from October to December he said.

According to a Ministry of Finance press release Brazil has now passed an effective betting law and is working on putting in place further regulations in place to make the legislation effective. 

“At ICE London 2024, Brazil has a betting law and is working on regulating this legislation,” said Manssur.

Speaking during the Ordem e Progresso? Analysing the New Regulatory Environment for Gaming in Brazil panel Manssur stated that the government was expected to move forward with the enactment of at least 12 ordinances to regulate online gambling.

One of the ordinances will deal with certification laboratories, which will be responsible for analyzing the conformity of platforms, software and hardware used by the sector. Another ordinance will focus on advertising and advertising actions specific to the segment. There will also be an ordinance specifying the opening and closing date of the first window for forwarding authorization requests.

Manssur emphasised that the goal is to establish a healthy market for all agents. From the gamblers’ point of view, the intention is to avoid compulsive gambling and exposing the public to fraud. He highlighted that there will be a strong monitoring system in place, which will generate benefits for companies, government and bettors alike.

The news comes after it was announced that Brazil has taken another step forward in regulating online gambling with the news that it had established the Secretariat of Prizes and Betting (Secretaria de Prêmios e Apostas no Ministério da Fazenda). Comprising of three divisions Brazil’s new gambling board will be responsible for issuing licences, monitoring and compliance and the imposing of sanctions and fines.
