Brazil’s gambling regulator and Digital Council extend agreement to combat illegal gambling

The Secretariat for Prizes and Betting of the Ministry of Finance (SPA-MF) and the Brazilian Digital Council have signed an addendum to extend the Cooperation Agreement to combat the illegal and irregular promotion of fixed-odds betting.

The partnership was originally signed on July 3, 2025, and was valid until the end of 2025, but, with the publication of the addendum in the Official Gazette, it has been extended until June 30, 2026. 

According to a Ministry of Finance press release, the agreement allowed for a faster and more efficient exchange of information between SPA and some of the technology companies that are part of the Council: Google, Meta, Uber, TikTok, Kwai, and Hotmart. This made the removal of content and advertisements that violate the law quicker and more effective.

According to data provided by the Council, more than five thousand items of irregular content were removed from digital platforms based on notifications sent by SPA’s enforcement department. 

Another key objective of the agreement is to ensure greater effectiveness in the observance, in the digital environment, of legislation protecting children and adolescents, so that minors under 18 years of age do not have access to content related to gambling.

There have also been advances in reviewing and strengthening internal policies on advertising and content for digital platforms, age restrictions, and compliance measures the Ministry of Finance said. Some companies have updated their Terms and Conditions and Gambling Policy or equivalent documents to align them with Brazilian legislation and regulations, requiring, for example, proof that the advertiser is a licensed operator under SPA.

“This agreement is producing many positive results and, therefore, its continuity is very important for the protection of people and the increase in the security of the fixed-odds betting market in Brazil. The collaboration of the Brazilian Digital Council and its associates has been very relevant for SPA to fulfil its mission. The extension signals that this collaboration will continue, in an increasingly better way,” stated the Secretary of Prizes and Betting of the Ministry of Finance, Regis Dudena

For the chief executive director of the Digital Council, Felipe França, the renewal of the agreement is a recognition that cooperation between the public sector and digital platforms produces concrete results. According to him, effective channels of dialogue have been structured, the moderation of irregular content has been strengthened, and progress has been made on the agenda of harm prevention and protection of vulnerable audiences. 

“The accumulated experience has allowed for faster responses and greater alignment between the platforms’ internal policies and Brazilian regulations. The continuity of the partnership is fundamental to consolidating these advances and scaling up a cooperation model that has proven effective,” said Felipe França.
