Germany – Saxony-Anhalt Cabinet approves the draft amendment to the 2021 State Treaty on Gaming

The State Chancellery and the Ministry of Culture Saxony-Anhalt have now approved the draft of the State Treaty amending the 2021 State Treaty on Gaming, which was decided by the cabinet today, the basis is laid for the central responsibility for maintaining the player blocking file, including the responsibility for connecting all organizers and brokers of public games of chance who are obliged under the 2021 State Treaty on Gambling, to be transferred to the blocking system across providers and games remains with the state of Hesse. The State of Hesse can fall back on the existing OASIS blocking system and the expertise it has developed for this. The technical infrastructure and the central organizational structure for operating the lock file are already in place and no longer need to be created from scratch.

On the basis of the State Treaty on Gambling 2021, stationary commercial slot machines in amusement arcades and restaurants that set up gaming machines for money or goods with a chance to win were included for the first time nationwide.

“The transnational player ban system ensures the protection of banned people, especially people at risk of and addicted to gambling. It is used to combat gambling addiction. Existing technical structures in Hesse and the know-how available there should continue to be used,” said Interior Minister Dr. Tamara Zieschang.

On July 1, 2021, the new State Treaty on Gaming 2021 came into force. A significant change was the extension of the blocking system to a cross-border player blocking system covering all providers and types of games, which all organizers and brokers of public games of chance have to use.

Another significant innovation of the State Treaty on Gaming 2021 is the creation of the joint gaming authority of the states. This was set up on July 1, 2021 as a public-law institution with legal capacity and based in Saxony-Anhalt to carry out the tasks of gaming supervision, particularly in the area of ​​the Internet.

At their annual conference from October 20th to 22nd, 2021, the heads of government of the federal states approved the draft of the state treaty to amend the state gambling treaty 2021 and envisaged signing it after the necessary preliminary information from the state parliaments. After it has been signed by the heads of government of the federal states, the ratification process takes place in the respective state parliaments.
