Ministry of Finance meets with states to plan National Betting System

The Secretariat of Prizes and Bets of the Ministry of Finance met with representatives from the states and the Federal District (DF) to initiate discussions about a National Betting System (Sinapo). Representatives from the DF and 14 states attended, including the four states that are already operating fixed-odds betting: Minas Gerais, Paraíba, Paraná, and Rio de Janeiro.

The Secretary of Prizes and Bets of the Ministry of Finance, Regis Dudena, emphasized the importance of dialogue with the states for the democratic and effective construction of a unified system, as well as for the effective compliance with legal provisions related to fixed-odds betting throughout Brazil.

“It is essential to strengthen cooperation among federated entities, fostering collaboration and tightening ties between federal and state governments, disseminating best practices, establishing national minimum standards for Responsible Gaming, technical requirements for systems and games, as well as combating money laundering and ensuring sports integrity,” he said.

According to the Ministry of Finance the creation of Sinapo is one of the priority points on the SPA’s regulatory agenda for the 2025-2026 biennium. The ordinance that will set the agenda, following the conclusion of the public consultation, is expected to be published next week.

A number of other states which are already in the process of developing sports betting regulation also attended. Some are far along in the regulation process to launch the service at the state level, while others are still in the early phases or assessing whether to participate in the market.
