New regulations for route machines go into effect in Puerto Rico

The Puerto Rico Gaming Commission has announced the start of the application and renewal process for licenses for route gambling machines following two years without legislative regulations.

Through Regulation No. 9647, which received approval from the Fiscal Supervisory Board (JSF) in December 2024, allowing for its implementation, the Commission aims to regulate the industry and contribute to the Police Retirement System.

The regulation outlines the process that must be followed by those applying for or renewing licenses to operate gambling machines, including wholesalers, business owners, manufacturers, distributors, and providers of goods and services.

According to Juan Carlos Santaella Marchán, the interim director of the Gaming Commission, the initiation of this process represents “a crucial step in complying with the law that regulates the industry.”

Santaella Marchán and Joseph González (Puerto Rico Police) met to discuss the regulation. Santaella Marchán stated, “With the renewal of licenses for operators of these machines, we take the first step against the illegality of those conducting business freely in Puerto Rico through the route gambling machines industry.”

In this regard, the official explained that, starting with this measure, they will be able to identify the machines and businesses that are legally authorized to operate and, in turn, begin to remove those that evade their responsibilities.

Additionally, Santaella Marchán reiterated the Commission’s commitment to the Police Retirement System and highlighted the importance of these funds for the benefit of police officers. “We will work closely with the Puerto Rico Police to ensure that the collected funds benefit these public servants who protect us day and night and deserve a dignified retirement,” he said.
