Philippines – Philippines Department of Justice takes control of Okada case

By - 7 June 2018

Following the debacle of a leaked ruling prior to its official announcement, the Philippines Department of Justice (DOJ) has now taken the reigns for fraud investigation launched by Tiger Resort Leisure and Entertainment into former boss Kazuo Okada.

Tiger had levelled some fierce criticism of the Parañaque City Prosecutor’s Office previously handling the case which has resulted in the DOJ tasking the National Bureau of Investigation (NBI) to investigate why certain documents were leaked.

Justice Secretary Amenardo Guevarra said: “We have requested the NBI to investigate the leak. I understand that Prosecutor Paudac has inhibited himself so DOJ will handle any further motions or incidents in the Okada cases.”

Tiger Resorts said in its complaint: “The formation of an investigating panel when he himself would be investigated is improper, self-serving and unjustified, and would only preempt the investigation that should be conducted by the DOJ. It is the DOJ, not the panel formed by Paudac that should properly investigate the leakage of resolutions that happened at the Paranaque prosecutor’s office.Resolutions purportedly disposing the captioned cases in favor of respondent Okada have apparently been leaked as shown by the unlawful publication thereof in the Facebook and Instagram accounts of his (Okada’s) close companion, Chloe Kim, although said resolutions have not been officially released.”

Mr. Okada was accused of stealing over US$10m of money belonging to Tiger Resort and Universal Gaming of the company’s money. In the leaked ruling he was cleared of these charges along with a complaint due to a supply contract at Okada Manila being awarded by Okada to one of his own companies, Aruze Gaming.
