South Africa – South Africa’s Minister of Trade and Industry announces Gambling Amendment Bill

South Africa’s Minister of Trade and Industry Dr Rob Davies has published a notice of intention to introduce the National Gambling Amendment Bill 2018 into Parliament.
The National Gambling Amendment Bill 2018 amends the National Gambling Act 7 of 2004 to reposition the National Gambling Board as a national gambling regulator; transfer the regulation of bets on national lottery, foreign lottery, lottery results and sports pools to the National Lotteries Commission; prohibit dog racing and bets on dog racing; provide for the procedure for the forfeiture of unlawful winnings to the National Gambling Regulator; recognise self-regulation in the horseracing industry; regulate the electronic form of bingo; and enhance the powers and duties of the gambling inspector.
It also wants to strengthen the regulation of casinos, limited pay-out machines and bingo. This includes the regulation of electronic forms of bingo, and the maximum number of bingo licenses and machines that can be granted in South Africa.
It would place further restrictions on gambling premises and locations of automated tellers – including ‘separate’ and ‘hidden’ entrances for gambling areas located inside general public places such as shopping malls, arcades, complexes or centres.
