Tender for two casino licenses launched in Chile

The Superintendence of Gaming Casinos (SCJ) has issued Exempt Resolution No. 929, initiating a new process to grant an operation permit for a gaming casino in the Aysén Region. This opportunity arises from the upcoming expiration of the permit held by Casino de Juegos Coyhaique S.A. (Dreams), which will be valid until April 2027.
Regarding the new call for applications, the SCJ has stated that the technical bases, along with the System for Application for Operation Permits for Gaming Casinos (SOPO) and its user manual, will be available for download from its website.
This marks the beginning of the project preparation phase. Interested parties have a period of 90 working days to submit their proposals at the Technical and Economic Offers Presentation hearing, scheduled for Monday, April 21, 2025, at 10:00 AM, in the Superintendence’s offices in Santiago.
Additionally, there will be a ten-working-day period for inquiries and requests for clarifications regarding the technical bases, which can be sent via email to the SCJ. The Superintendence will have 15 days to respond.
The SCJ also announced that it has commenced a new process for awarding a gaming casino operation permit at the national level, following the upcoming expiration of the permit granted to Rantrur S.A. (Enjoy) in May 2027.
The technical bases, as well as the System for Application for Operation Permits for Gaming Casinos (SOPO) and its user manual, can be downloaded from the SJC website until April 13, 2025.
This marks the beginning of the project preparation phase, during which interested parties wishing to apply for an operation permit have a period of 90 working days until the submission of their proposals at the Technical and Economic Offers Presentation hearing, scheduled for Monday, April 14, 2025. Additionally, within a period of ten working days, that is, until December 23, 2024, a period for inquiries and requests for clarifications regarding the technical bases will be established. Meanwhile, the SJC has a period of fifteen days to respond to them.
Applicants can submit proposals in any municipality across the country for this licence, while keeping in mind the following restrictions: each region may have up to three gaming casinos and at least one; there can be no casinos in the Metropolitan Region; and they must always be located at least 70 kilometres away from the nearest casino, regardless of the region.
Earlier this year the SJC announced the termination of the evaluation process for the technical offers submitted by Inversiones y Turismo Chiloé S.A. (Dreams) and Rantrur S.A. (Enjoy), the applicant and renewer, respectively, for an operation permit in the commune of Castro. Additionally, the evaluation of the proposal from Casino de Juegos Coyhaique S.A. in the commune of Coyhaique also concluded, marking the end of their participation in the permit granting process.
The SJC in a press release said that the conclusion was reached because “these proposals did not comply with the obligations established in Law No. 19,995, nor did they meet the requirements outlined in Supreme Decree No. 1722 of 2015 from the Ministry of Finance, which approves the regulations for processing and granting operation permits for gaming casinos, or in the technical bases.”
As a result the SJC said that it would initiate a new process for granting an operation permit for an available spot at the national level and one reserved spot in the Aysén Region later this year.
