French government delays inclusion of online gaming in 2025 Budget to allow for consultation

The French government has made a dramatic u-turn on its announcement that an amendment to open the country to online gaming would be included in its 2025 budget. Now, it says there will be a delay to allow for consultation with the existing sector.

Speaking on Radio J, Budget Minister Laurent Saint-Martin: “There was talk that the government would submit an amendment. This is no longer the case. I believe we need to work among ourselves first. We must ensure that [any changes] don’t harm certain stakeholders, especially land-based casinos.”

The association Casinos de France has warned that the introduction of a free market online sector would be a ‘death warrant for the 65 smallest casinos in France.’ It warned that out of 45,000 direct and indirect jobs, online gaming could wipe out 15,000 land-based jobs

Whilst online sports betting, online horseracing, and online poker are allowed in France, online casinos are currently not allowed.

Grégory Rabuel, President of Casinos de France, said: “ The French government has decided to withdraw its amendment concerning the authorization of casinos online, initially submitted to the finance bill for 2025. The sector is keen to welcome this decision. We are relieved that the government has heard our concerns. This decision contributes to the balance of the sector, protects tens of thousands of jobs, safeguards the protections put in place for the mental health of players and maintains the essential support we provide to local communities. We will remain attentive that this commitment taken by the Minister of the Budget is respected: any future legislative developments or possible regulatory framework must be part of a framework of consultation and dialogue constructive.”
