IGT and Scientific Games consortium to run São Paulo Lottery

The SP Loterias Consortium, comprised of IGT Global Services and Scientific Games has been announced as the winner of the competition to operate the São Paulo Lottery. Initially, the Aposta Vencedora Consortium had secured the auction victory. However, they were disqualified for failing to pay the R$600 million concession fee by the required deadline. Consequently, the SP Loterias Consortium has been granted authorization to take over the new state lottery service.

In May the government announced in a publication in the State Official Gazette , that, in accordance with the notice, the Aposta Vencedora consortium had been disqualified from the concession process for the São Paulo Lottery. The group had presented the best proposal in the auction held in November 2024, but did not meet mandatory conditions, including the deposit of the fixed grant, an essential step for signing the contract.

“We are committed to transparency, efficiency and good management of public resources. We act seriously and responsibly, and when there is non-compliance with the rules, we take the appropriate measures quickly, always in the interests of the population,” stated the Secretary of Investment Partnerships, Rafael Benini at the time.

According to the notice in the state gazette the winning bidder was given more time but failed to come up with the payment: “Even after two extensions of the deadline and additional payments, the payment was not made. Therefore, the contract was not formalized, and the process moves on to the next stage, as provided for in the notice.”

In addition, “a sanctioning process was instituted, which provides for the investigation of the consortium’s conduct and the possible execution of the guarantee presented, with the adoption of all applicable legal measures to ensure the public interest.”

The concession of the São Paulo Lotteries has the potential to generate more than R$500 million in revenue, an amount that remains reserved for the construction of two new public hospitals, in the cities of Itapetininga and Birigui, as part of the Government of São Paulo’s commitment to expanding the health network.
