Quiniela tender delayed in Paraguay

The president of the National Gaming Commission (Conajzar), Carlos Liseras, confirmed that the tender to operate operation of quiniela on a national level under the new law will be postponed due to the ongoing merger with the National Tax Revenue Directorate (DNIT).

“In January of this year, the law was modified. One of the main innovations of this new law is the de-monopolization of the national lottery,” Liseras stated.

The head of Conajzar said that “three licenses for the lottery will be tendered,” and due to administrative delays, “the current license will necessarily have to be extended for a period.”

“We are in the midst of the merger with the DNIT, which is why we did not have the time to carry out the ongoing tender in a timely manner,” he said.

Liseras emphasized that the main mission of the institution “is to regulate the exploitation of gambling and control clandestine operations. It is not about collecting revenue.” However, he highlighted the results achieved: “With all the controls we have implemented since assuming office, we are collecting US$ 9 million more.”

When it comes to the opening to three new operators, he stated: “Now, with three individuals or legal entities developing this activity, it will revolutionize the gaming environment; we believe it will generate slightly more revenue.” He added: “With this de-monopolization, we believe that revenue will increase even further.”

Conajzar’s president also announced another change under consideration in the new regulation: “With the new law, departments with more than 250,000 inhabitants could be considered for casino licensing,” he said.

Last month Conajzar announced the opening of the bidding process for the operation of quiniela on a national level, which from 2026 will be run by up to three companies. The call comes five years after the last concession, awarded in 2020 to the firm Technologies Development of Paraguay SA (TDP) which was awarded the license to run the game exclusively throughout Paraguay.
