Brazil – National Association of Games and Lotteries welcomes sports betting regulations

Brazil’s National Association of Games and Lotteries (ANJL) has released a statement regarding the government’s ordinance on sports betting  published last week. Headed by Wesley Cardia the ANJL argued that the ordinance was positive news for the industry as it it would create jobs and lead to investment while strengthening the sports betting industry overall.  In a statement the ANJL said:

“This measure represents another step for the sports betting sector in Brazil, providing a transparent regulatory structure for companies interested in operating in the country.

“Opening registration for these companies not only fosters economic growth, but also strengthens the sports betting industry, creating opportunities for investment and jobs.

“We are optimistic about the impact that this ordinance will have on the market, as we know that companies that want to operate legally will have more and more space to carry out their work, promoting a healthy and safe environment for bettors and boosting the development of the sector as a whole.”

The Ministry of Finance’s sports betting ordinance, signed by Minister Fernando Haddad, includes general rules on combating money laundering and other crimes, in addition to responsible gambling measures which must be put in place by the operator. Sports betting will be explored, exclusively, in a competitive environment, with no limit on the number of licenses.  

The ordinance indicates that those interested in applying for a license must submit a prior expression of interest to the Ministry of Finance. Foreign firms may operate in Brazil only if they open a subsidiary in Brazil. Proof of the incorporation of the foreign company in Brazil will be required prior to the granting of a license. The ordinance also covers responsible gambling measures, anti money laundering rules, rules on advertising and player protection measures.
