France – Thonon-les-Bains to launch public tender for casino at the crossroads of France, Switzerland and Italy

The city of Thonon-les-Bains in the French region of Haute-Savoie on the shores of Lake Geneva has published a call for expression of interest (AMI) prior to the public service delegation procedure and implementation of a contract for the construction and operation of a casino in Thonon-les-Bains.
The Commune said it will ‘organise a phase of preliminary exchanges, known as phase of sourcing with the operators businesses that may be interested in the city of Thonon-les-Bains’ project to reopen a casino on its territory and launch a public service delegation procedure aimed at entrusting its construction and operation to a private operator.’
It added that this phase of preliminary exchanges ‘is not intended to award a public procurement contract and does not constitute consultation in the sense of public contracts and concessions. ‘
The town of Thonon-Les-Bains is a health and spa resort, on the French shore of Lake Geneva, at the crossroads of France, Switzerland and Italy. It is a listed tourist town, and welcomes many French and foreign tourists and spa guests.
A spokesperson for the Commune said: “We had a casino at the beginning of the century which closed in 1929 and wish to revive this activity. We have decided to implement a public service delegation procedure relating to the construction and operation of a casino, and will soon be asking its Municipal Council on this matter. The present sourcing phase thus aims to check the interest of operators for the project, collect comments and information from operators to refine the specifications of the future DSP (ideas, lines of thought and action, technical advice, necessary elements), while ensuring compliance with the fundamental principles of public procurement. »
The City is inviting economic operators interested in the project to participate in an information and discussion meeting on it, which will take place on February 20 at the Town Hall of Thonon.
The purpose of this meeting will be, on the one hand, to present to the participants the City’s project, the land base of the project and, on the other hand, and to exchange with potentially interested economic operators on the content of the project.
