The Netherlands – Nederlandse Loterij fined after placing ad targeting minors

By - 16 August 2021

Dutch Gaming Authority Kansspelautoriteit (Ksa) has collected a penalty of €10,000 from Lotto, a brand of the Nederlandse Loterij (NLO) after it placed an advert for the game EuroJackpot on the website girlscene.nl, a website that focuses on minors.

The law prohibits the targeting of games of chance advertising at minors. They are particularly vulnerable to developing gambling addiction.

The Authority said: “The Ksa imposed a cease and desist order on Lotto for placing advertisements on websites targeting minors. With this, the Ksa wants to force that the observed violations are stopped. Lotto also had to take appropriate measures to prevent a recurrence in the future. Lotto has failed to comply with the order subject to penalty by placing advertisements for EuroJackpot on girlscene.nl. That is why the penalty must now be paid. The Ksa continues to monitor whether games of chance providers target vulnerable groups, such as minors, with their advertisements. If this is the case, the Ksa can take enforcement action. Providers are always responsible for all their advertisements, even if they have their advertisements taken care of via third parties such as advertising agencies.”
