Brazil’s Ministry of Finance has published more than 2,000 pages of documents detailing the process used to authorise betting operators to enter the country’s regulated fixed-odds betting market.
The ministry said on 13 August that more than 2,000 pages relating to the authorisation of 85 companies had been made public. The documents were released from 12 August as part of the Secretariat of Prizes and Betting’s (SPA) active transparency policy.
The first phase covers 582 documents, corresponding to 2,240 processed pages. They include technical assessments covering legal and corporate eligibility, the suitability of controlling shareholders and administrators, the origin of funds and financial capacity of applicants, payment of the concession fee, and final reports setting out the basis for each authorisation.
The ministry said the publication would allow the public to examine the technical analyses underpinning the authorisations, including the stages of the administrative process and the criteria applied by the SPA.
The documents are available through the ministry’s dedicated active transparency portal for betting authorisation processes, which also provides access to the list of authorised operators and the relevant administrative processes.
The disclosure will take place in phases, with further documents to be published as they are processed to comply with Brazil’s General Data Protection Law (LGPD).
The ministry said personal data, legally protected information and other restricted material would be removed or anonymised before publication.
The SPA said the initiative is intended to give the public greater visibility into how betting operators were assessed and how the government reached its decisions to grant authorisations.
The publication follows a commitment made by Finance Minister Dario Durigan in June to increase transparency around Brazil’s betting authorisation process. The ministry had said it would eventually make more than 25,000 documents from completed licensing proceedings available, with the latest release representing the first phase of that initiative.
