Government of São Paulo welcomes formal signing of lottery contract in Brazil
The Government of São Paulo formalized the signing of the concession contract for the São Paulo Lotteries with the SP Loterias consortium. The document was published in the Official Gazette last Monday (5).
With the signing, through the State Secretariat for Investment Partnerships (SPI), public coffers will receive more than R$ 560 million in resources from the fixed grant of the auction — an amount that will be allocated, at the beginning of the contract, to the construction of two state hospitals, located in the municipalities of Birigui and Itapetininga. It is projected that the concession will also generate another R$ 3.4 billion in revenue from variable grants over the 15-year contract term.
“Beyond the immediate impact of building the new hospitals, this concession creates a stable and continuous source of revenue for the State, which expands our capacity to invest in structuring public policies,” said the CEO of Companhia Paulista de Parcerias, Edgard Benozatti. The Companhia Paulista de Parcerias is the government’s agency, responsible for managing public-private partnerships (PPPs), concessions, and privatizations in the state.
The contract stipulates that the operation of state lotteries will be the responsibility of the concessionaire, which may operate through physical and digital channels. The initial plan includes the implementation of 31 exclusive lottery units, in addition to opening up to 11,000 points of sale throughout the state.
The concession authorizes the operation of modalities such as numerical, passive, and sports predictions, as well as instant lotteries including instants. The exception is fixed-odds betting which are not part of the scope of the project.
SP Loterias came in second in the auction held in November 2024, but assumed the contract after the disqualification of the Aposta Vencedora consortium, which failed to meet the mandatory requirements for signing, such as the payment of the fixed grant. Last week Brightstar Global Solutions Corporation, a wholly-owned subsidiary of Brightstar Lottery and Scientific Games announced that the two global lottery companies have newly formed a company SP Loterias SPE S.A. and executed a concession agreement with the Government of the State of São Paulo to operate a new lottery in São Paulo State, Brazil.
