IAGR2026 Sessions will examine evidence-based player protection, self-exclusion and safer gambling measures across jurisdictions
The International Association of Gaming Regulators (IAGR) is recognizing Responsible Gaming Education Month this September by highlighting the role regulators play in strengthening player protections, evaluating responsible gambling measures, and advancing safer, more effective regulated markets.
Responsible Gaming Education Month encourages players to make informed, intentional decisions and emphasizes that responsible play begins before the first bet. Responsible Gaming Education Month also underscores the importance of legal, regulated gaming environments that provide players with clear rules, established protections, and access to help when needed.
IAGR offers a unique forum for the world’s regulators to share evidence, compare approaches, and learn from what is working in other jurisdictions. This environment helps regulators and industry stakeholders develop processes to determine which player-protection measures are most effective, how to measure their impact, and which approaches can be adapted successfully across different markets.
Those questions will be reflected in the conversations at IAGR2026 in Lima, Peru, on Oct. 19-22, where regulators, policymakers, researchers, and industry experts from around the world will examine practical approaches to player protection and responsible gambling regulation.
Three sessions will focus directly on these issues:
Self-exclusion Beyond BordersAs gambling expands across platforms, verticals and jurisdictions, self-exclusion is becoming increasingly complex to administer. This session will examine interoperability between systems, layered protections, privacy considerations and the risk that excluded players may migrate to illegal or unregulated markets.Panelists include Pedro Romero, CEO of BetBlocker; Jennifer Shatley, Executive Director of the Responsible Online Gaming Association; and Dr. Margaret Carran, Associate Professor in Law and Associate Dean at City, University of London.
What Works, What Scales, and What Evidence Should Drive Responsible Gambling Regulation?This workshop will examine how regulators can distinguish between well-intentioned interventions and those that produce measurable results. The discussion will focus on evaluation, proportionality, and implementation, including what level of evidence should be expected before a player-protection measure is adopted, expanded, refined, or retired.Participants include Megan O. Basson, Executive Director of the International Center for Gaming Regulation at UNLV; Tracy Parker, Senior Vice President of Accreditation, Advisory and Insights at the Responsible Gaming Council; Tracy Schrans, Principal and CEO of Focal Research Consultants; and Mark Vander Linden, Director of Research & Responsible Gaming at the Massachusetts Gaming Commission.
Safer Gambling Measures That Travel: Messages, Self-Exclusion, and Targeted ProtectionsThis panel will look at player-protection measures that can be adapted across jurisdictions without losing effectiveness, including safer gambling messaging, layered interventions, self-exclusion standards and targeted protections for young adults and other higher-risk groups.Speakers include Kevin Winters, CEO of Almond Digital Health; Fiona Palmer, CEO of GamStop; and David Urreta, President of Loteria de Cordoba.
IAGR2026 will bring the international regulatory community together in Lima from Oct.19-22 to examine the future of effective gambling regulation in an increasingly connected global market.
