Lithuania’s online sector increases by 19 per cent as land-based levels off

Gambling in Lithuania is up by 13 per cent

Having surpassed the land-based sector in 2020, Lithuania’s online gambling industry continues to dominate the market with revenue up 19 per cent to €202.4m last year whilst land-based remained stable with GGR of €71.7m.

Overall, the Lithuanian gambling market generated €274.1m in 2025, an increase of 13 per cent compared to 2024 with the lottery sector bringing in €167.2m of ticket sales.

Last year, €86.9m of lottery and gambling taxes were paid to the Lithuanian budget. Of these, €29.3m were paid by the organisers of the major lotteries, and €57.6m were gambling operators. In 2025, the Gaming Authority sent 47 warnings to foreign entities regarding their illegal remote gambling activities in Lithuania. 37 investigations have been carried out on illegal remote gambling activities.

In the last year alone, 208 internet domains were added to the list of illegal gambling operators, and at the end of the year, this list already contained 2017 domains.

During the year, 18,710 requests to prevent gambling were registered for voluntary self-exclusion, which was up by 14 per cent.
