The president of the National Gambling Commission (Conajzar), Carlos Liseras has confirmed to press that two of the three groups initially interested have submitted their bids for quiniela in Paraguay.

The bidders still in the running are: Consorcio Daruma Sam Sam-Caproni-Dataforge, and Technologies Development of Paraguay SA (TDP). Meanwhile the Forte Capital Consortium, made up of Gambling SA, Talismán SA and B-Gaming Vimérica SA, formally withdrew from participating in the process.

Both groups of companies adjusted their financial proposals to the minimum limit permitted by the Terms and Conditions (PBC), offering a fee of 19% of gross monthly revenue.

Furthermore, Conajzar established that the minimum guaranteed fee for the winning bidders will be G. 9.5 billion.

Following the opening of the envelopes, the Interdisciplinary Review Committee will begin the quantitative verification of the documents. The schedule then calls for the evaluation of the bids and for the committee to submit a report within ten days. Once the report is issued, an additional five business days will be allowed to determine which companies have been selected to operate the game for a period of five years.

Liseras emphasized that, although both consortia complied with the formal delivery of documents at the opening ceremony, a thorough review will now commence to ensure that they meet all technical and legal requirements.

In May 2025 Paraguay issued the decree that outlines the regulations for its new gambling law. This came after President Peña enacted Law 7483, which revises the legal framework for gambling operations.

A key feature of the decree is the establishment of the General Directorate of Gambling, which will serve as a technical body tasked with implementing and enforcing policies, regulations, and controls for the operation of regulated gambling activities. It will coordinate technical and informational assistance to Conajzar with the DNIT departments responsible for fiscal intelligence and tax control processes.

The new law has also heralded the end of the long-held monopolies over certain products such as quiniela and sports betting. Under the revised regulations, up to three physical or legal entities will be permitted to operate in these sectors, replacing the previous system where only one entity had control.

Quiniela is the main product regulated by Conajzar, both due to its volume of players and the revenue it generates. New regulations approved by Congress will see the market opening up to more operators.

In March 2020 Conajzar extended the license of company Technologies Development of Paraguay SA (TDP) to run quiniela games until December 2020 even though its five year license had come to an end.
