State of Rio Grande do Sul in Brazil to hold public hearing on lottery concession

The State of Rio Grande do Sul in Brazil, through the Secretariat for Gaucho Reconstruction (Serg) has announced that it will hold a public hearing for the presentation and technical exposition of the project for the concession of lottery services in the state.

The concession aims to delegate to the private sector the implementation and operation of lottery services in the State and covers the modalities of fixed-odds betting, prediction lottery, instant lottery, traditional lottery, as well as other modalities that may be authorized by federal legislation. The hearing will take place online on January 26, 2026, at 2:30 PM .

The State Government has also opened the public consultation period for the concession project for lottery services. The deadline for sending contributions is January 29, 2026.

According to a press release, the state is moving forward with the design of the State Lottery project after analysing studies submitted by six authorized entities in the Expression of Interest Procedure (PMI). The study by the Shimata & Kikuchi GBSA consortium was selected by the Evaluation Committee. The objectives are to structure lottery services in Rio Grande do Sul, increase public revenue and develop a regulated and secure channel for the sector.

The Government of Rio Grande do Sul launched the concession of lottery services in the State in December. The information was published in the Official Gazette. The total estimated value of private investment is R$ 52.6 million, with a term of twenty years. 

Under the concession agreement, lottery products may be sold through physical and digital channels, and it will be up to the concessionaire to define the strategy and location of the points of sale, as well as the marketing strategy.  

In turn, the state government is preparing regulations that will mandate the development, implementation, and maintenance of a Responsible Gaming Plan by lottery concessionaires. The document will include, among other measures, the adoption of self-monitoring tools for gamblers and the publication of educational information and warnings about the risks of compulsive gambling, as well as a ban on betting for minors and vulnerable individuals. 

The publication of the tender with the final version of the project is scheduled for April 2026 meaning that the contract signing could take place this year, after the tender.

The Secretariat for the Reconstruction of Rio Grande do Sul (SERG) was created through Law 16.136, of June 3, 2024. Its main responsibilities, as defined in the text of the law, are to act in the coordination of the planning, formulation and execution of actions, projects or programs aimed at implementing or increasing climate resilience, restoring affected infrastructure, as well as addressing the social, economic and environmental consequences resulting from the climate events that affected the State in the years 2023 and 2024.
